What the Scooter Injury Data Actually Shows

Scooter risk gets discussed with a lot of heat and not much data. There is data, it is public, and it points at a few specific things worth changing rather than a general warning to be careful.

Where the numbers come from

In the US, the Consumer Product Safety Commission runs the National Electronic Injury Surveillance System, a statistical sample of emergency department visits that lets it estimate national injury counts by product. The CPSC publishes micromobility findings from it, including a running series on e-scooter injuries. For crashes involving motor vehicles, the equivalent source is NHTSA's crash statistics portal.

Two caveats matter when reading any of it. Emergency department counts rise when ridership rises, so a growing number does not by itself mean riding got more dangerous. And there is no reliable denominator: nobody knows how many scooter miles are ridden nationally, so injuries per mile, which is the number you actually want, has to be estimated rather than counted.

Head injuries dominate, and helmet use is low

Across published studies of scooter injuries, head injuries are consistently among the most common serious presentations, and the proportion of injured riders who were wearing a helmet is consistently small. Those two findings together are the strongest single argument in the entire literature, and it is an argument about one piece of equipment.

The mechanism is specific to small wheels. A scooter that stops suddenly, because the front wheel found a pothole or a lip in the pavement, pitches the rider forward and down with very little time to react. That is a head-first event, and it happens at speeds people think of as slow.

The first ride is the dangerous one

A repeated finding in shared-scooter injury studies is that a large share of injured riders were on their first or an early ride. Rented scooters are ridden by people who have not learned how the throttle responds, how the brakes bite, or what the machine does on a gravel patch, and they are often ridden without a helmet because the trip was unplanned.

The practical version: your first ride on any unfamiliar scooter should be in an empty car park, not in traffic. Test the brakes hard, once, before you need them.

Road surface is the other half

Surface defects turn up over and over in the crash descriptions: potholes, raised utility covers, tram tracks, the lip between a bike lane and the road. This is why the wheel size discussion is a safety discussion and not a comfort one. It is also why the research collected by the Pedestrian and Bicycle Information Center, which covers the same infrastructure questions for cyclists, transfers so directly to scooters.

Charging is a separate hazard with a separate fix

Lithium battery fires are not a riding risk at all, they are a home risk, and they concentrate in cheap or damaged packs charged unattended. The National Fire Protection Association's guidance is short and specific: charge on a hard surface away from exits, do not charge while asleep, and stop using any pack that swells or smells. What to do with all of this

  • Wear a helmet, every time, including the two-block trip.
  • Treat the first ride on any new or rented scooter as a practice ride.
  • Buy the larger wheel if the roads near you are broken.
  • Ride where you can see the surface. Riding at night on unlit rough pavement is where several risk factors stack.
  • Charge in the open, awake, on something that does not burn.

None of that requires riding slowly or not at all. It requires the same handful of decisions, made once.
